Hi there, please do not give Immigration the opportunity to create more hurdles as papers will not be needed once you have a court order telling them to issue a passport. You will get a guardianship ruling and an order signed by the judge and that order has to be specific ordering Immigration to do their part.If not they are in contempt... I can sent you a sample copy of ours, mail me if you have questions at headson@ ihsu.ac.ug We are here in Uganda and legal guardians of son. Good luck.anneke
